Quarterly dispensing: 4.2 million doses across 340 municipal fountains. Peak hours: 7-9 AM and the hour immediately following prime-time programming.
Liddell Unseeability Index ranges: 0-3.0 standard dispensing adequate. 3.1-6.0 enhanced dispensing recommended. Above 6.0 requires pharmaceutical intervention, not within Bureau jurisdiction.
